Rent Controls Are Coming: Why Property Presentation Matters More for Scottish Landlords
With rent rises capped, keeping a property in top condition becomes one of the few levers landlords still have.
For landlords and property managers across Edinburgh and the Lothians, Scotland’s new rent-control framework is a reason to take a close look at how rental homes are maintained and presented. The rules will not apply automatically everywhere, but they establish a process that could lead to rent controls in designated areas.
Cleaning cannot change what the law allows you to charge, and it cannot guarantee a particular tenancy or deposit outcome. But a well-presented home is easier to show, photograph and prepare for the next tenant. It also helps you look after the condition of the property you own.
What the Housing (Scotland) Act 2025 says
The Act creates a framework for rent control areas. From 1 April 2026, local authorities are required to assess local rent conditions and report to Scottish Ministers. The first reports are due by 31 May 2027. The assessments are intended to help inform decisions about whether rent controls should be introduced in an area.
The Act does not introduce a rent cap across the whole of Scotland. Scottish Ministers may designate an area after considering the evidence and consulting the local authority and representatives of landlords and tenants. Any designation can last for up to five years, unless it is ended sooner.
In a designated area, the cap for applicable private residential tenancies is CPI plus 1%, up to a maximum of 6%. The cap applies during a tenancy and between tenancies, and rent can generally be increased only once in a 12-month period. The Act also sets out exceptions and provisions that may affect individual properties.
The assessment and designation details are still being worked through. Landlords should check the latest Scottish Government rent-control guidance and mygov.scot advice about rent increases rather than assuming a particular property or area is covered.
Why presentation matters
With rent rises capped, keeping a property in top condition becomes one of the few levers landlords still have. That does not mean cleaning can justify a rent increase that would otherwise be restricted. It means presentation remains a practical part of managing and protecting a rental property.
Clean, cared-for rooms make a better first impression at viewings. Clear windows, fresh carpets and a clean kitchen also tend to photograph better for listings. When tenants move out, a planned clean can help you prepare for the next viewing or occupation without leaving the work until the last minute.
Regular attention can also help you notice areas that may need maintenance. Cleaning is not a substitute for repairs, but a clean property can make marks, wear or other issues easier to see and assess.

Build cleaning into the tenancy cycle
A useful approach is to match the clean to the condition of the property and the point in the tenancy cycle. A one-off clean before new photographs is different from a detailed end-of-tenancy clean, and not every property needs the same work.
Regular cleaning: For common areas or properties where an agreed routine service is useful, regular cleaning can help keep surfaces and shared spaces presentable.
Deep cleaning between tenancies: A more thorough clean gives attention to kitchens, bathrooms, fixtures and areas that may not be covered in routine cleaning. Our deep cleaning service in Edinburgh can be tailored to the property’s needs.
End-of-tenancy cleaning: When a tenant moves out, a detailed clean can help prepare the property for inspection, photography or the next occupant. Find out more about end of tenancy cleaning in Edinburgh.
Carpets, windows and ovens: These areas can affect the overall impression of a home. Depending on their condition, a carpet clean or focused oven and window cleaning may be useful additions.
For carpets, professional treatment can help lift embedded dirt that routine vacuuming does not remove. PRS provides carpet cleaning in Edinburgh, with the approach considered for the carpet and the job. Domestic window cleaning is available as one-off or add-on work rather than a recurring service.

Make a simple property presentation plan
Landlords and property managers do not need a complicated schedule. A short checklist for each home can make it easier to decide what is needed before a tenancy starts or a listing goes live.
Check kitchens, bathrooms and high-touch surfaces.
Look over carpets and flooring for marks, wear or areas needing attention.
Clean windows where needed, especially before photography and viewings.
Arrange a deep or end-of-tenancy clean based on the property’s condition.
Keep a record of cleaning and maintenance work completed.
Cleaning records are useful for your own property management, but they do not determine a deposit decision. Deposit matters depend on the tenancy circumstances and relevant evidence; no cleaning service can promise a particular outcome.

Frequently asked questions
Are rent controls already in force across Scotland?
No. The Housing (Scotland) Act 2025 provides a framework for rent control areas; it does not automatically impose a cap across Scotland. Any area designation is subject to the process set out in the Act.
What is the rent cap in a designated area?
For applicable private residential tenancies in a designated rent control area, the cap is CPI plus 1%, up to a maximum of 6%. There are exceptions, so landlords should check official guidance for the latest details.
Can cleaning guarantee a deposit return?
No. Cleaning can help prepare a property, but it cannot guarantee a deposit outcome. Any deposit decision depends on the individual circumstances and applicable evidence.
